Observer Report

What is a Contract Action Team (CAT)

UCPEA is forming a Contract Action Team (CAT) to support the 2024-2025 Negotiating Committee as they prepare to negotiate a new collective bargaining agreement. The CAT play a key role in educating and mobilizing members, leveraging one of the most effective tools unions have — solidarity.

The idea for the CAT was first introduced by UConn-AAUP during a UConn Labor Coalition meeting. Both UConn-AAUP and UCPEA plan to work together on this initiative, with their respective CATs collaborating closely.

This strategy builds on lessons learned from the 2020-2022 negotiations. By shifting communication and organizing responsibilities to the CAT, the negotiating committee will be able to focus entirely on bargaining.


2025 Negotiation Observer Process

There are 36 observer spots available for each session. 

The highly anticipated negotiations for UCPEA’s new contract are officially underway, marking a pivotal year for both the union and the university. With critical issues on the table, this round of bargaining will shape the future of our working conditions, benefits, and compensation. It’s a crucial moment to stay engaged and informed as we work to secure a fair and equitable contract for all members.

On January 24, the UCPEA Negotiating Committee met with the University to establish the ground rules that will govern the negotiating process going forward, including how members can observe sessions. We are pleased to share that there are 36 observer spots available for each session.

The Observer Report

The Observer Report is a summary created by members of the Contract Action Team (CAT) who have volunteered to serve as observers during negotiation meetings. These observers will provide updates on the articles discussed during the meetings, ensuring the summaries align with the rules set by both UConn and UCPEA. The report is designed to keep members informed about the progress of negotiations, while maintaining transparency and adhering to the 2025 Ground Rules.

The UCPEA Bargaining Team met with the University on Friday, May 30. Although the session was scheduled to begin at 1:00 p.m., the University didn't enter the room until 1:30 p.m. They entered a room full of observers!

The session focused heavily on testimony from UCPEA members, demonstrating why the University’s current inconsistent telework practices are unsustainable and how the absence of a formal policy is harming recruitment, retention, trust, and morale.

This session started with some counters from UCPEA on article 20, regarding probationary employees. The University proposed a full 12-month probation period for employees moving between UCPEA positions. UCPEA’s counter was to keep the probation at 6-months for these cases, and allow for extensions as needed. Additionally, UCPEA proposed that the probationary period is limited to promotional assignments (moving to a higher level only).

The session started off with a big whiff by the university, claiming telecommuting is “working fine” under the current contract Article 16. UCPEA swiftly corrected them that it is not, in fact, working fine as members across the university face wildly different and capricious telecommuting practices. The University’s following stance is that they do not want to offer 100% remote as an option. The question UCPEA followed up with is what to do about those employees who are already currently working a 100% remote schedule, to which the university said they will review and get back to UCPEA.

There was a packed room for the April 15th session of negotiations. 28 members joined the UCPEA negotiation team, with nearly every seat in the room filled. The positive energy from the group was palpable and helped set the tone for the day as we waited for the university team to arrive. The university negotiation team arrived 12 minutes late, and they certainly noticed the number of observers in the room. Several members of their team scanned the room more than once.
