5/19/25 Contract Negotiations Update from the CAT

This session started with some counters from UCPEA on article 20, regarding probationary employees. The University proposed a full 12-month probation period for employees moving between UCPEA positions. UCPEA’s counter was to keep the probation at 6-months for these cases, and allow for extensions as needed. Additionally, UCPEA proposed that the probationary period is limited to promotional assignments (moving to a higher level only).

UCPEA team agreed to TA on Article 47.

UConn then proposed a few small language changes to article 23 and article 27. One other proposal they made was striking existing recall language and allowing the university to pay out a lump sum in lieu of notice and the percent of the payout would be at the university’s discretion. They then proposed that employees who are laid off have access to ONE MONTH of an outplacement service (Lee, Hecht, Harrison).

There was also a discussion on both ends of how a position can be classified as “same and similar” where the university claimed it is a significant “administrative burden” to maintain the recall list, of which right now is a list of a single person…

The teams ended session early so the university team could continue their reviewing of proposals from UCPEA.
